Real Estate — Legal & Appraisal

Property Valuation, Legal Advisory & Contracts, and Residency & Citizenship Process — certified valuations and legal/regulatory matters.

Overview

The Legal & Appraisal sub-group covers certified property valuations, legal matters against a property (including a real property-lockout mechanism), and the multi-stage residency/citizenship-by-investment application pipeline. All three write real cross-screen effects onto the Property & Units Catalog.

Valuation, title deed and residency tracking

1. Property Valuation

Purpose: Licensed-appraiser valuation orders against catalog properties. Order codes follow VAL-YYYY-####.

Fields

  • Property, Client — Sub-Resource-Lookup comboboxes (no onCreate).
  • Appraiser Firm, Appraiser License No.
  • Asking Price, Certified Value — the variance between them is shown as a plain inline calculation; there is no live external valuation feed.
  • Purpose — Mortgage, Tax Assessment, or Citizenship Clearance.
  • Seismic Classification — Not Assessed, Low, Moderate, or High Risk.
  • Building Year Verified, Encumbrance Notes.
  • Status — Requested → Inspection Scheduled → Report Pending → Approved.

On approval: writes back to the Catalog

When a valuation’s status transitions into Approved and a certified value is set, saving automatically writes the certified value onto the source property’s market value in the Catalog. Re-saving an already-approved record never re-fires this write.

2. Legal Advisory & Contracts

Purpose: Legal matters run against catalog properties — eviction commitments, title deed clearing, contract review, rent disputes. Docket IDs follow LGL-YYYY-####. Clicking a row opens a right-side Clause Review drawer rather than a centered modal.

Status & the statutory deadline countdown

In Review → Notarized / Litigation Active / Resolved. A statutory deadline field drives a days-remaining countdown, the same date-math pattern used for Property Insurance’s expiry countdown.

Real property lockout: Legal Hold

Whenever a matter’s status is (or was) Litigation Active, saving automatically locks the source property as non-listable in the Catalog and shows a Legal Hold badge there — and clears both automatically the moment the matter leaves litigation. This is a real, functioning lockout, not a cosmetic badge: a property under Legal Hold cannot be marketed while the litigation is active.

3. Residency & Citizenship Process

Purpose: Tracks the multi-stage residency/citizenship-by-investment application pipeline for investor clients. Application IDs follow CIT-YYYY-####.

Application tracks & the investment threshold

TrackStatutory minimum investment (illustrative)
Citizenship by Investment$400,000 USD
Short-Term ResidencyNo threshold
Work PermitNo threshold

For the Citizenship by Investment track, the form shows a threshold-progress percentage: totalQualifiedInvestment against the $400,000 reference constant. These are illustrative reference figures baked into the codebase, not a live regulatory feed — always confirm the current statutory threshold with legal counsel before relying on this number.

Document checklist

A 4-item checklist tracks Birth Certificate, Tax ID Registration, Bank Transfer Receipt, and Valuation Certificate collection — plain booleans, no file-upload/verification behind them in this codebase.

Deed annotation

Tracks whether the statutory "three-year no-sale undertaking" has been applied to the deed (Not Applied / Three-Year Undertaking Applied) — a manually-set status field.

AI Assistant

Property Valuation, Legal Advisory & Contracts and Residency & Citizenship Process each have their own embedded AI Assistant panel, scoped to that screen’s own records.

  • Property Valuation — surfaces orders where the certified value differs sharply from the asking price and flags properties with a high-risk or unassessed seismic classification.
  • Legal Advisory & Contracts — surfaces matters with a statutory deadline approaching or past due, and flags matters in Litigation Active status (which lock the linked property from listing).
  • Residency & Citizenship Process — flags Citizenship by Investment applications below the statutory minimum investment and surfaces applications stuck at an early stage.

All three support Save as Report and Add Knowledge, and operate on the whole visible ledger rather than a row selection.

Frequently Asked Questions

Does the Legal Hold actually block anything, or is it just a badge?
It’s a real, functioning lockout — the property is marked non-listable in the Catalog while any of its legal matters sits in Litigation Active status, and the flag clears automatically once the matter leaves that status.
Is the certified value from Property Valuation legally binding?
The screen records what the licensed appraiser determined and syncs it into the Catalog for reference — the legal weight of the valuation itself comes from the appraiser’s license and report, not from this software.
Is the $400,000 citizenship-by-investment threshold always accurate?
No — it’s an illustrative reference constant in the codebase. Statutory investment thresholds change by jurisdiction and over time; always verify the current figure with legal counsel before advising a client.
Can I skip stages in the Residency & Citizenship pipeline?
The Stage field can be set directly to any of the five stages when editing a record — the UI doesn’t enforce strict sequential progression, though the stage order shown in filters and displays always follows Document Collection through Passport Issued.
