TotalApp Docs

Permit, Zoning & Licensing Operations

How TotalApp keeps every multi-agency permit review, field citation and public hearing legally sound — without slowing your agency down.

How this group of screens works

The Permit, Zoning & Licensing Operations group brings together the three screens that carry a permit application, a field citation, or a zoning decision through to a legally defensible outcome: Multi-Agency Permit Review Dashboard, Field Inspection & Mobile Code Enforcement, and Public Hearing & Zoning Board Scheduler.

Across all three screens, TotalApp applies the same principle used elsewhere in Government Operations: a background semantic search runs against the actual governing legislation — zoning ordinances, fire and building codes, code enforcement acts, public notice publication laws — and an AI layer then synthesizes what that means for the specific record in front of you: where the process is stalling, whether the evidence and legal basis will hold up, and what to publish or resolve next.

At a glance

  • Multi-Agency Permit Review Dashboard — tracks Zoning/Fire/Environmental/Health review stages against statutory SLAs, flags departmental bottlenecks
  • Field Inspection & Mobile Code Enforcement — validates field citations and evidence against code enforcement law before a notice is issued
  • Public Hearing & Zoning Board Scheduler — verifies mandatory public-notice windows and drafts board resolutions for zoning hearings

Multi-agency permit review with 30-day clock

1. Multi-Agency Permit Review Dashboard

Multi-Agency Permit & Zoning Review Board

Concurrent and sequential permit approval flows across the Zoning, Fire, Environmental, Roads/Right-of-Way and Health departments are tracked semantically against their statutory review SLAs. The AI layer detects inter-departmental approval bottlenecks, legislative conflicts and legal-delay risks in real time and dispatches automated alerts to the responsible units.

Why this screen runs a background bottleneck check

A single permit application can require sign-off from five separate departments, each on its own timeline and its own statutory clock. A background check against the municipal zoning ordinances, fire safety codes, environmental regulations and statutory review deadlines on file surfaces exactly which department is holding up a specific application, and whether the review is on track to breach its legal SLA — before the deadline passes.

2. Field Inspection & Mobile Code Enforcement

Field Inspection & Mobile Code Enforcement Management Screen

For field inspectors and code enforcement teams, GIS-integrated patrol routes, real-time violation detection, photo/GPS-backed evidence records, and fine/sealing actions are semantically validated against the governing legal statutes. The system automatically matches field findings to their legal basis and puts stop-work/sealing decisions on solid legal footing.

Why this screen runs a background legal-validity check

A citation that lacks proper photo/GPS evidence, or that cites the wrong municipal code clause, is vulnerable to being overturned on appeal. A background check against code enforcement acts, fine schedules, stop-work sealing protocols and inspector authority limits flags evidence gaps and procedural risks before the citation is formally issued — so it can withstand a court or appeals challenge.

3. Public Hearing & Zoning Board Scheduler

Public Hearing & Zoning Board Calendar Management Infrastructure

Zoning plan amendments open to public participation, citizen objections, and council/board meeting agendas are semantically scanned against mandatory notice-period laws and transparency statutes. The AI layer automatically drafts public notice advertisements, summarizes objection submissions, and verifies the legal archival record of board decisions.

Why this screen runs a background notice-compliance check

A zoning board decision made without meeting the mandatory advance public-notice window can be challenged and invalidated after the fact. A background check against public notice publication acts, zoning hearing statutes, citizen objection timeline requirements and board quorum regulations confirms the notice window and quorum status before the hearing proceeds, and helps draft a defensible board resolution.

AI Assistant — Multi-Agency Permit Review Dashboard

The Multi-Agency Permit Review Dashboard screen ships with an embedded AI Assistant — the same right-edge panel used across TotalApp. Open it from the vertical AI Assistant tab on the right of the screen; it understands what is currently on your screen and answers in Markdown, matching the language you write in (Turkish or English).

Because a single stalled department can push an entire permit past its statutory deadline, the assistant is tuned for cross-department bottleneck review:

  • SLA breach risk — flag permits at risk of missing their statutory review SLA.
  • Department bottlenecks — surface which department is causing the most review delays.
  • Compliance conflicts — point out permits with a detected compliance conflict between departments.
  • Review-status overview — summarize permit review status across all departments.

Tick one or more rows in the table to scope the conversation, then use Analyze selected or Summarize selected. Any answer can be saved via Save as Report (it lands in My Reports), and Add Knowledge lets you attach reference documents to ground the reply.

Engine-aware

The assistant respects your Settings → Agentic writer engine: Ollama / local-LLM / in-browser models run entirely on your machine, while API routes through the server — the panel never leaks your data to a server the selected engine can’t reach.

AI Assistant — Field Inspection & Mobile Code Enforcement

The Field Inspection & Mobile Code Enforcement screen ships with an embedded AI Assistant — the same right-edge panel used across TotalApp. Open it from the vertical AI Assistant tab on the right of the screen; it understands what is currently on your screen and answers in Markdown, matching the language you write in (Turkish or English).

Because a citation with a procedural gap can be overturned on appeal, the assistant is tuned for citation-defensibility review:

  • Procedural legal-validity risk — flag inspections carrying a procedural risk to their legal validity.
  • Missing evidence — surface citations that still lack supporting evidence.
  • Missing legal-clause reference — point out citations with no legal clause reference on file.
  • Violation overview — summarize violation types and citation actions across all inspections.

Because a hearing held without proper notice or quorum can be legally challenged, the assistant is tuned for hearing-compliance review:

  • Notice SLA breach risk — flag sessions at risk of missing the mandatory public-notice window.
  • Pending quorum — surface sessions still waiting to confirm quorum.
  • Procedural risk — point out sessions carrying a procedural compliance risk.
  • Objection overview — summarize public objection counts across all sessions.

Frequently Asked Questions

Do all three screens run the same kind of background check?
Yes, in principle — each screen runs a semantic search over its own governing legislation (zoning/fire/environmental codes, code enforcement law, or public notice statutes) before the AI layer synthesizes a diagnostic for the specific record. What differs is which body of legislation each screen searches.
Does the AI diagnostic replace legal sign-off?
No. It surfaces likely bottlenecks, evidence gaps and procedural risks for a human reviewer — it does not replace the approval, citation or board-decision authority your agency already requires.
What happens after Trigger Escalation Notice, Issue Official Citation or Generate & Gazette Public Notice?
Each action commits the final record fields (department bottleneck, citation action, gazette status) and marks the record as escalated / citation-issued / gazetted. The secondary action button then disappears from that row, though the record stays editable and can still be re-run through the AI diagnostic.
Do I need a special role to use these screens?
You need a Government domain role — these are Operational screens, not governance screens, so any role-holder can use them; only Roles and the Public Personnel & Bargaining Unit Roster require admin. See Roles & Capabilities.
