The Permit, Zoning & Licensing Operations group brings together the three screens that carry a permit application, a field citation, or a zoning decision through to a legally defensible outcome: Multi-Agency Permit Review Dashboard, Field Inspection & Mobile Code Enforcement, and Public Hearing & Zoning Board Scheduler.

Across all three screens, TotalApp applies the same principle used elsewhere in Government Operations: a background semantic search runs against the actual governing legislation — zoning ordinances, fire and building codes, code enforcement acts, public notice publication laws — and an AI layer then synthesizes what that means for the specific record in front of you: where the process is stalling, whether the evidence and legal basis will hold up, and what to publish or resolve next.

Yes, in principle — each screen runs a semantic search over its own governing legislation (zoning/fire/environmental codes, code enforcement law, or public notice statutes) before the AI layer synthesizes a diagnostic for the specific record. What differs is which body of legislation each screen searches.

Does the AI diagnostic replace legal sign-off?

No. It surfaces likely bottlenecks, evidence gaps and procedural risks for a human reviewer — it does not replace the approval, citation or board-decision authority your agency already requires.

What happens after Trigger Escalation Notice, Issue Official Citation or Generate & Gazette Public Notice?

Each action commits the final record fields (department bottleneck, citation action, gazette status) and marks the record as escalated / citation-issued / gazetted. The secondary action button then disappears from that row, though the record stays editable and can still be re-run through the AI diagnostic.

Do I need a special role to use these screens?

You need a Government domain role — these are Operational screens, not governance screens, so any role-holder can use them; only Roles and the Public Personnel & Bargaining Unit Roster require admin. See Roles & Capabilities.
