Operational vs Governance
Government setup splits into two sidebar groups. The screens below are Operational Setup — open to anyone holding a Government domain role. The governance screens (Roles, Public Personnel & Bargaining Unit Roster) live in Administration & Access and are admin-only.

Jurisdiction, District & Geographic Boundary Management Infrastructure
District, neighborhood, zoning maps (Zoning Maps), electoral ward areas and public service boundaries are matched against their governing legislation through background semantic analysis of geographic information system (GIS) layers. The screen automatically detects jurisdictional overlaps, zoning-plan legend mismatches and out-of-service-boundary authority definitions — preventing administrative jurisdiction violations before they occur.
What you see on screen
Each boundary zone shows its name, boundary type (zoning district, electoral ward, municipal boundary or special service area), spatial reference code, governing decree reference, estimated population and administrative status, plus a spatial-audit badge showing whether the zone is compliant or has an overlap-discrepancy risk. A coverage gauge tracks how much of the municipal territory has a confirmed spatial layer on file.

Statutory Fee, Fine & Tariff Management Infrastructure
Fees, zoning fines, occupancy charges, permit fees and service tariffs published in official gazettes and notices under municipal council or ministerial decisions are semantically matched against their governing statutory clauses. The AI engine checks tariff indexation and periodic coefficient increases against legal ceilings whenever the underlying legislation is updated.
What you see on screen
Each schedule shows its tariff code and title, fee category (permit fee, administrative fine, municipal occupancy tax or utility service rate), base rate, governing legal clause, indexation rule, effective fiscal period and a compliance badge (approved & gazetted, pending council approval, or exceeds legal cap risk). A gauge tracks how much of the catalog has been reviewed and gazetted for the current cycle.
Public Budget & Revenue Source Directory

Analytical Public Budget & Revenue Code Management Infrastructure
General-budget transfers, own revenues, earmarked funds and tax lines within the public financial management and analytical budget coding structure (MUP / Analytical Budget) are semantically scanned against governing legislation. The screen automatically detects incorrect budget line coding, fund allocations that violate legislation, and gaps in financial classification.
What you see on screen
Each account shows its analytical code, account title, revenue source type (general tax revenue, state grant / intergovernmental transfer, property & asset income, or earmarked special fund), restriction level, fiscal year and an audit-status badge (compliant or structure-discrepancy risk). A coding-structure gauge tracks how many accounts resolve a complete, fully-specified analytical code.
