Do I need admin rights for these screens?
No — operational master data is open to any Customs role-holder. Only Roles and Customs & Trade Team need admin.
What if the Customs package isn't active?
The screen shows an upgrade/paywall prompt until the tenant activates the package.
Who maintains the HS Code Catalog?
The Customs Declarant / Broker Liaison (and Customs Manager) — anyone who needs it to classify goods correctly on a declaration.
Where do these appear in the UI?
In the Operational Setup sidebar group and My Apps, never under Administration & Access.
