What blocks milestone approval?
The user needs construction:milestone:approve — only Project Manager has it by default.
Can a Safety Officer assign crew?
Not by default — crew assignment needs construction:crew:assign, which the seeded Safety Officer role lacks. Use a custom role to combine them.
Do these flows require the package?
Yes — every Construction screen is guarded by tenant entitlement plus a Construction role.

On the Jobsite Directory operational screen.
