What happens if I exceed the 10-member limit?

You won't be able to invite new members. You'll need to upgrade to the Standard plan to add more members.

Is the Basic plan billed annually?

Yes. The $9/seat/month price applies to annual billing. The invoice is issued as a single charge at the start of the year.
